The Rajasthan Jan Aadhaar Authority (under the Planning Department, Government of Rajasthan) issued a standardized Standard Operating Procedure (SOP) under the Rajasthan Jan Aadhaar Authority Act, 2020. Under Section 3 of this Act, a Jan Aadhaar ID or Aadhaar authentication is mandatory to access state welfare schemes and government benefits.

1. New Jan Aadhaar Enrollment Procedure

What is Jan Aadhaar ID?

  • Family ID: A unique 10-digit random, unchangeable family identification number valid as proof of identity and address.
  • Personal ID: An 11-digit individual identification number assigned to each verified family member.
  • Eligibility: Any family residing in Rajasthan (defined as residing in a local area of Rajasthan for the past 6 months or intending to reside for the next 6 months).
  • Head of Family (HoF): A woman member aged 18 years or older chosen by the family. Special Case: If no woman aged 18+ exists, a male aged 21+ can be made the temporary Head of Family until a female becomes eligible.
  • Fee: New Jan Aadhaar enrollment is completely free of cost.

How to Apply for New Jan Aadhaar

Method 1: Via SSO ID

  • Log in to your personal SSO ID.
  • Navigate to G2C Services and select the Jan Aadhaar Application.
  • Click on Family Enrollment, fill in the details, upload documents, and submit.

Method 2: Via e-Mitra Kiosk

  • Visit your nearest e-Mitra center with the required documents and information.

Required Documents for New Enrollment

Mandatory Documents

  • e-KYC (Aadhaar Card): Required for the Head of Family and all members above 5 years of age. e-KYC automatically syncs the member’s name, date of birth, gender, and photograph into Jan Aadhaar.
  • Birth Certificate (Optional/Alternative): Can be used alongside or for e-KYC to record details.
  • Note on Date of Birth: If there is a mismatch between the Aadhaar Card and the Birth Certificate, the Birth Certificate Date of Birth will be considered valid.
  • Children Below 5 Years: Birth certificate is mandatory for e-KYC. If the child was born outside Rajasthan, their Aadhaar number is mandatory, along with a copy of the Birth Certificate.
  • Mobile Number: Mandatory for the Head of Family and must be verified via OTP. Mobile numbers can also be added for individual members.
  • Bank Account Details: The Head of Family must have an individual saving bank account with a valid IFSC code. Acceptable documents: Canceled cheque, bank passbook, or bank statement clearly showing holder name, bank name, account number, and IFSC code. Other adult members can also register their bank details.
  • Language Corrections: All details must be entered in both English and Hindi. If e-KYC auto-populates names in other languages (e.g., Gujarati, Punjabi, Tamil) or creates translation errors, they must be corrected immediately to Hindi.
  • Passport Size Photographs: Required for members below 5 years of age.
  • Proof of Address (Any One): Aadhaar Card, Passport, Voter ID, Driving License, MGNREGA Job Card, BPL Card, Electricity/Water/Telephone Bill (not older than 3 months), LPG Passbook, Bank/Post Office Passbook, Rent Agreement, or an Affidavit verified by a 1st Class Magistrate.

Additional Documents

  • Income Details: Income details are mandatory for adult members only. Minors do not require income declaration. Required proof: Income certificate format issued by Revenue Dept OR Income Tax Return (ITR).
  • Caste Details: Only self-declaration is required at the time of new enrollment (no document upload option on portal).
  • Note: To claim targeted state welfare benefits, an official Caste Certificate must be made via e-Mitra, which then auto-updates into Jan Aadhaar via reverse-seeding.
  • Occupation & Education: Self-declared via portal drop-down menus (no supporting document upload required).

Verification and Approval Process

Modes of Member Addition

1. Automatic Addition (Auto Addition - Newborns)

  • Conditions: During birth registration, the mother's Aadhaar Number and Jan Aadhaar Member ID must be logged.
  • The infant is automatically added to the mother’s Jan Aadhaar without a photo or named initially as "Baby of [Mother's Name]".
  • Once the real name and photo are available, update them using the Profile Editing module.

2. Manual Addition (SSO ID or e-Mitra Kiosk)

  • Access the Family Enrollment > Add Member option via SSO portal or e-Mitra kiosk after HoF/Adult member Aadhaar authentication.
  • Complete mandatory Aadhaar e-KYC for the new member.
  • For children under 5 years, link Aadhaar e-KYC and Birth Certificate together. Ensure name, gender, and DOB match exactly across both documents.

3. Splitting a Family (Creating a New Jan Aadhaar Card)

A member or group of members can split from an existing Jan Aadhaar to form a brand-new family card under valid circumstances.

Reasons & Valid Proof Documents

  • Marriage: Marriage Certificate.
  • Divorce / Deserted / Widow:
    • Divorce: Court Decree Order.
    • Deserted: Valid legal document.
    • Widow: Husband's Death Certificate.
    • Other Reasons: Written self-application/letter subject to verifier satisfaction.

Key Rules for Family Split

  • Consent: Requires OTP or Biometric consent from the current HoF (if split member is minor) or all splitting adult members.
  • e-KYC Requirement: Mandatory e-KYC for all members undergoing the split.
  • No Minor-Only Families: Remaining members in the original family cannot be minors only. A new family cannot consist solely of minors.
  • New Head Selection: If the current HoF splits away, a new HoF must be designated for the original family, and bank details must be registered.

  • ID Assignment: Split members receive a new 10-digit Family ID, while their individual 11-digit Personal Member IDs remain unchanged.

4. Transferring Members to Another Existing Jan Aadhaar

Instead of creating a new card, members can be transferred from one existing Jan Aadhaar family to another.

Valid Reasons & Documents

  • Adoption: Adoption Deed.
  • Marriage: Marriage Certificate.
  • Divorce / Deserted / Widow / Widower: Court Decree, legal proof, or spouse Death Certificate.
  • Other Reasons: Self-application subject to verifier approval.

Consent Rules for Member Transfer

  • For Minors: Requires mandatory consent from the HoF of the source family AND the HoF of the destination family.
  • For Adults: Does NOT require consent from the source family HoF. However, consent from the destination family HoF is mandatory.

Critical Rules

  • Mandatory e-KYC for all transferred members.
  • The remaining members in the source family must not consist strictly of minors.
  • Minors cannot be transferred into a destination family that consists solely of minors.
  • Transfer is executed on the portal via the Transfer Member/HoF module. Verification follows the standard 2-tier approval workflow (VDO/BSO for rural, EO/SDO for urban).
