1. Family Planning and Sterilization Rules (परिवार नियोजन नियम)

Rajasthan Government apne employees ko family planning aur sterilization procedures ke liye kaafi acchi SCL concessions deti hai:

• Male Employees ke liye SCL: Vasectomy (sterilization) operation karwane par male employee ko 6 days ki SCL milti hai. Agar pehla operation fail ho jaye, toh second vasectomy operation par fir se 6 days ki SCL mil sakti hai, bas iske liye medical certificate produce karna hota hai.
• Female Employees ke liye SCL: Female employees ko non-puerperal sterilization (salpingectomy) ke liye 14 days ki SCL milti hai. Dhayan rahe ki delivery ke 2 se 5 din ke andar hone wale puerperal sterilization par SCL nahi milti kyunki tab female employees already regular maternity leave par hoti hain. Agar operation fail ho jaye, toh second tubectomy par fir se 14 days SCL mil sakti hai.
• Husband ke liye concession: Agar kisi government servant ki wife non-puerperal tubectomy karwati hai, toh husband ko wife ki care karne ke liye 7 days tak ki SCL mil sakti hai, agar doctor ka certificate validate kare ki uski presence wife ki care ke liye essential hai.
• Post-Operation Complications: Agar sterilization ke baad koi complication ho jaye aur hospitalize hona pade, toh males ke liye 6 days aur females ke liye 14 days ke excess period ko SCL mana jata hai. Emergency mein agar registered private practitioner ke clinic mein bhi stay karna pade, toh medical certificate ke base par ye concession valid hai.
• Recanalisation Operation: Is operation ke liye actual hospitalization period ya maximum 21 days (jo bhi kam ho) plus to-and-fro journey time ki SCL milti hai. Ye un employees ko milti hai jo unmarried hain, jinke 2 se kam bache hain, ya jinhone substantial reasons (jaise previous sterilization ke baad bache kho diye) ke chalte ye operation karwaya ho.
• I.U.C.D. (Loop) Insertion: Female employees ko IUCD insertion ke liye 1 day ki SCL milti hai.
• Rules of Combination: Family planning ki SCL ko regular leave ke sath prefix kiya ja sakta hai, par ise casual leave ke sath combine ya regular leave ke sath suffix nahi kiya ja sakta. Lekin medical advice ke base par, ise casual leave ya regular leave mein se kisi ek ke sath combine kiya ja sakta hai (dono ke sath ek sath nahi).

2. Sporting Events and Tournaments (खेल-कूद नियम)

Government employees jo sports mein proficient hain, unhe sports activities promote karne ke liye special concessions milti hain:

• National & International Importance: Selected outstanding sportspersons ko trial, coaching/pre-training camps, matches aur journey time mila kar pure calendar year mein maximum 30 days ki SCL mil sakti hai. Ise regular casual leave ke sath combine karne ki permission hoti hai.
• Local & State Level Tournaments: Local ya State level tournaments ke liye per occasion maximum 10 days aur overall calendar year mein maximum 10 days ki SCL admissible hai.
• Accompanying Staff: Ye sports SCL concessions team ke sath jane wale one Team Manager aur one Coach ko bhi milti hai.
• AIR / Doordarshan programs: Republic Day, Independence Day ya major international sporting events (jaise Asiad, Test Matches, Davis Cup) ke telecast/broadcast mein part lene wale employees ko bhi same sports SCL concessions milti hain.

3. Academic Work (शैक्षणिक कार्य)

Alag-alag government departments ke employees ko academic contributions ke liye SCL milti hai:

• School & College Teachers (including Technical Education): Teachers ko academic session (1st July se 30th June) mein maximum 15 days ki SCL milti hai. Isme University/Board meetings attend karna, practical exams conduct karna, aur approved workshops/seminars attend karna shamil hai. Technical Board ya Vocational Trade practical exams conduct karne wale teachers ko bhi iska fayda milta hai.
  • Teacher Association Conferences: district level aur state level teacher conferences attend karne ke liye up to 2 days each (total session mein max 4 days) ki SCL milti hai.
  • Limitations: Academic session mein 31st January ke baad koi SCL nahi milti. PMT answer book assessment ke liye bhi SCL milti hai.
  • Probationer Trainees: Session 2011-2012 se ye academic SCL benefits Probationer Trainee teachers par bhi apply hote hain.
• Medical Department Staff: Conducting examinations ya academic medical conferences represent karne ke liye state ke andar max 15 days aur state ke bahar max 6 days ki SCL milti hai. Rajasthan University ke remunerative practical exams conduct karne par bhi SCL allowed hai. Medical college teachers ko non-commercial conferences mein paper reading ke liye (inclusive of journey time) up to 15 days ki SCL sanction hoti hai.
• Mines and Geology Department: Indian Science Congress Association ke annual sessions attend karne ke liye state mein max 15 days aur state ke bahar max 6 days ki SCL treat hoti hai.

4. Curfew and Riots (कर्फ्यू नियम)

Agar Jaipur city ya kisi bhi part of state mein riots ke karan District Administration Curfew impose kar deta hai, aur employees curfew area mein phasne ki wajah se office nahi aa pate, toh application dene aur facts verify hone par unki absence ko Special Casual Leave ke roop mein regularise kiya jata hai.

5. Departmental Exams & Territorial Army (विभागीय परीक्षाएं और प्रादेशिक सेना)

• Departmental Examinations: RCS Departmental Examination Rules ke under exam dene ke liye actual exam days plus minimum journey time ke liye SCL milti hai. Ise ordinary casual leave ke sath combine kiya ja sakta hai par regular leave ke sath nahi. Isme koi TA nahi milta.
• Territorial Army Concessions: Civil government servants jo Territorial Army join karte hain, unke training camps ka period ordinary casual leave ke badle Special Casual Leave treat kiya jata hai. Relief date se reporting date (and vice-versa) tak ke minimal transit period ko bhi SCL treat kiya jata hai.

6. Office Bearers of Service Associations (सेवा संघ पदाधिकारी)

• Normal personal capacity mein Service Associations ke debates ya conferences mein bhag lene ke liye Finance Department SCL allow nahi karta kyunki isme koi public interest served nahi hota.
• Lekin, All Rajasthan State Government Employees Federation aur recognized State Level Associations ke executive body office bearers ko calendar year mein maximum 10 days ki SCL milti hai. Agar koi person multiple associations ka office bearer hai, toh bhi total limit 10 days hi rahegi.
• Agar executive body mid-year mein change hoti hai, toh ye 10 days unke respective active tenure ke proportion mein split kiye jate hain.
